EC: Now in those conditions as we have between [900] and [137] and Glassel & Glassel, regarding the engineering proposition, and the investments of other monies in this, we find the business as has been conducted has been satis factory in many ways. There have been some extravagances that could have been curtailed.

With additional capital, and with a change in the policy, the success might be expected, but without the change in policy, in some respects, we do not find that this would be satisfactory entirely, for there would be other calls for refinancing the proposition.
